It would be better to have protocol test cases in the protocol sub directories where possible. This would facilitate a number of things, including isolation of test failure cases.

In general, I've been making lots of progress on this over the past weekend. We've also greatly increased the total coverage of the protocols.

The only thing left behind at present is the device tests.
