Yes, I think so. It's not a functionality, it's a css customization to tabs component.

@kodermax I don't know if material design really has a pattern for this. Feel free to browse Google's material spec to see how you should design your application:

The closest thing to this that I can think of are steppers which was already captured in issue #2722
