Issue Title: Implement Shell Sort Algorithm in TypeScript (Ascending Order)

Issue Description:

I'd like to contribute to this repository by implementing the Shell Sort algorithm in TypeScript.

Proposed Changes:

  • Implement the Shell Sort algorithm in TypeScript.
  • Ensure the algorithm correctly sorts data in ascending order.
