The upcoming DNR type won't support a few options because the declarativeNetRequest API, which powers it, doesn't support them. The Excluded URL Patterns option is one of the unsupported ones. However, there is an ongoing discussion about supporting it here: w3c/webextensions#394

It's possible that this feature will come to Safari soon. This issue is for tracking the progress of its implementation.
