Dev server doesn't need prod files to be generated. Express server does.

Go Live with Heroku
Push master to Heroku and then open in-browser to veiw the full live app.

Test and dev keys for firebase are not commited to the repo since that would be a security issue.
Those should be added into root files .env.development and .env.test like this:
FIREBASE_API_KEY=theKey
FIREBASE_AUTH_DOMAIN=theDomain
etc.
webpack.config.js pulls them into the project.
