[Tracking] Enable Rocm Support

Overview

This is a tracking issue for bringing in rocm support to mlc-chat. At the current state this issue remains high-level, and we will expand working items (possibly in new issues).

• Enable tvm unity rocm build through LLVM
• Confirm dlight performance of rocm Update ROCm results dlight-bench#5 [Unity][DLight] Update gemv rule apache/tvm#15490
• Confirm e2e build for rocm [Backend] Add ROCm support #652
