CHANGELOG.mdをちゃんと書いたかどうか確認するワークフローがあっても良いかもしれない

purpose: 後で余計なコミットが発生する手間を抑える

事故の例: #13971 #14037

考慮すべき事項:

  • 必要ない変更について発火するとうざそう
    • ラベルで明示的にチェックを抑止？

ラベルで明示的にチェックを抑止

権限がないとラベルを編集できないのでGithub Actionsに返信するとかの手法を使えるならそのほうが良いかも（できるかはわからない）

（Github Actionsに返信：Dependabotのignoreのやつとかを想定）

逆にメンテナが最終決定を行うべきだと思っています。

メンテナがつけないといけないことを忘れてマージするのがだめなのでContributorが外してメンテナがつけるかどうかの判断をし忘れるほうが問題だと思う
