Global clearance level improvements

We need to create a user interface for setting the global level. This can currently only be done in the admin. The user interface should show any existing organization specific levels that would override the global one and ask whether those should be deleted.

The error messages that user gets when the clearance level is too low also need to be improved and clearly indicate if the global or specific level is the problem.
