Some mods don't have visual content because they're pure API mods or they change something that cannot be reasonably demonstrated in pure screenshots like disabling fall damage or changing player speed.
Technically, these mods currently cannot "legally" have any screenshots. At least not one that would be useful for anything. This is a proble because (IIRC) mods without screenshots get penalized in the rankings.
I wish there would be some policy clarifications for:
Pure API mods
Mods that change something about the game that cannot be seen in a static screenshot
