Proposal: Provide support for Chaos Handler

Description

As per discussion with @sebastienlevert opening this issue to request full support for the chaos handler functionality from the Graph API JS SDK

Rationale

To allow for testing of error handling, such as when Graph API throttling occurs, when using mgt-element providers

Preferred Solution

Either allow the request pipeline to be created and passed to the client or include flags to include chaos, perhaps by the codes chosen, and adjust the pipeline accordingly.

Thanks @Ryan365Apps! We will be looking at this, but I'm thinking this might require a bump of our dependency on the Graph JS SDK. This was added in the v3 of the SDK and I wouldn't want to work backwards. microsoftgraph/msgraph-sdk-javascript#429
