UI issues when consenting to a permission when using a personal account #3099

Describe the bug
Multiple issues observed

  • Consent needs to be clicked twice in the permissions panel
  • Dialog box appears empty then disappears
  • Consent to a permission disappears once I sign out

To Reproduce
Steps to reproduce the behavior:

  1. Go to Graph Explorer
  2. Sign in with a personal account
  3. Select consent to permissions on the profile button
  4. Select Consent to APIConnectors.read.all
  5. Notice nothing happens
  6. Select consent again and observe blank dialog box that opens and closes
  7. Observe message appears image
  8. Sign out
  9. Sign in again and observe the same permission hasn't been consented

Expected behavior

  • Consent button should be clicked once
  • Dialog should clearly outline the permission and if not supported there should be a message to show this
  • Consent should persist even after logging out
