There are 66 different locales available officially. The previous merged stable manifest #111940 had only 4 locales.
My manifest only has en-US (as default).

Tested on Windows 11 22H2 Build 22621 on Winget 1.5.2201

I think the issue here might be having too many concurrent downloads. I believe this package has the most Installer entries of any manifest regularly submitted.
