'reload window' cmd doesn't restore the sub window editor, only the main editor group window

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.85.2
• OS Version: Windows 10

Steps to Reproduce:

1. open an empty windows, create an empty file
2. right click on the empty file tab title, click 'copy into new window', or use cmd 'copy editor into new window'
3. run 'reload window' with cmd palette in the main window
4. only the main window get restored, WINDOW 2 and WINDOW 3 in the screenshot below is gone
