VSCode insider x64 1.71.0 doesn't run on Win7

Filing according to #157454 (comment).

• VS Code Version: 1.71.0 Insider
• OS Version: Win 7 SP1 x64

Steps to Reproduce:

1. I downloaded the portable X64 version from https://code.visualstudio.com/insiders/
2. It simply doesn't run at all on my Win7 machine (double click the exe -> nothing happens). It works fine on my Win10 machine. I can use VSCode stable (1.70) on Win7 fine.

Additional comments:
From the version info on my Win 10 machine, it looks to me it's now using Electron 19.0.11, while the old 1.70 uses 18.3.5. Maybe this is the reason for it (not sure).
