Arrowing down through cells does not put the cursor in the correct location #2010

Have two cells with more than one line each
Arrow down to the second

Expected:
Your cursor is at the top on the second cell

Actual:
Your cursor is on the bottom of the second cell.

Doesn't seem to be a recent regression, but this worked at some point

Works two versions ago. Recent regression.
