If cell is not in viewport, it doesnt receive typing? vscode ipynb

If cell is in viewport,

and I type 1,
cell receives the typing & 1 is typed in the cell.

This is the normal behavior.

If cell is NOT in viewport,

and I type 1,
cell does NOT receive the typing & 1 is NOT typed in the cell.

This is the current behavior.
Its wrong, it should receive the typing.
