Avoid PowerShell Scripts

I realize this is an odd request. But, sadly there are corporate antivirus programs that disallow all PowerShell scripts regardless of system execution policy. This makes some vcpkg portfiles nonfunctional.

An alternative would be for Microsoft to reign in ELAM driver vendors and keep them from doing heavy process memory editing. Despite Microsoft's best efforts there is no coherent Windows experience due to these vendors.
