Using icon image in scroll image works in simulator not on micro:bit #626

When placing an icon image block within scroll image the simulator shows the expected behaviour, but the micro:bit does not show anything.

User has tested the below on two micro:bits with offset of -1 and 1

I have also tried declaring the image as a variable and this has the same effect
