I had started to work on it in RNW repo a few months ago.

• It is based on this draft PR: Wire up Fusebox in react-native-windows react-native-windows#13008

The remaining part is to see what needs to be done in hermes-windows to enable it.

Closing the issue: the React Native modern inspector was implemented in PR #257.
The new debugger is added to RNW: microsoft/react-native-windows#15328
