Is your feature request related to a problem? Please describe.

Now that Semantic Kenrel creates a ChatCompletionAgent in its experimental agent package, it's better to introduce that agent into AutoGen.SemanticKernel package as well so it can be consumed in AutoGen platform

Also cc @SergeyMenshykh and @crickman who's working on ChatCompletionAgent
