Associations API.

I've had to deal with File Associations a few times in my career at Microsoft.

Man. Are they confusing. Especially the association APIs.

I think Windows App SDK would benefit from a new API surface to make programmatically adding associations easier. Things like

1. Adding file handlers
2. Adding and removing verbs
3. Adding dynamic verbs
4. Adding and removing shortcut handlers.
5. Anything else someone might need to do with associations.
