My Windows is Windows 10 education edition 1809

I have VS2017 15.9.28307.905 Community Edition and VS 2019 16.3.29519.87 Enterprise installed.
I am trying to build VS sln for an existed Xcode proj.But I got this while trying to install WinObjc.
Anyone can give me suggestions?
I've copied files under 'C:\ProgramData\chocolatey\lib\winobjc-tools' already.

@feilongsword : From memory (probably some inaccuracies in this description): On https://chocolatey.org/packages/winobjc-tools there is a "Download" button (lower left). Click that to download the nupkg file. Then rename it with extension of zip and unzip it. Then the files can be hand placed into your local nuget repository on your own computer. Same with the other nuget packages. i.e.: you can skip the choco command line install (it can cause trouble and isn't really needed and overly fancy). It is possible, and that is what I did, but the exact instructions may be a little different as I haven't done it in a while.
