Description of the new feature / enhancement

I'd like to be able to use WSL Settings as a DSC v3 resource to configure WSL so I don't need to use aPowerShell module. DSC v3 will be added as an experimental feature in WinGet and WSL settings would be a great test case.

Initially, I was thinking about getting the ability to enable/disable and configure couple of settings like processor count, memory size, and networking mode, etc.

Scenario when this would be used?

When I am running a WinGet configuration, I'd like to be able to not only install WSL, but also have it configured (without the need for a PowerShell Module containing DSC Resources).

How to collect WSL logs

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The script will output the path of the log file once done.

If this is a networking issue, please use collect-networking-logs.ps1, following the instructions here

Once completed please upload the output files to this Github issue.
