WSL instance pauses/suspends process when Windows lock screen

Repro Steps

try reposyncing a repo that you have subscriptions to.

reposync -r rhel-7-server-rpms -p /tmp -m

Expected Behavior

process will run in the background

Actual Behavior

at any point during the reposync pull, lock your screen. process will pause until you log back in. is this by design? I've turned all my power settings to high performance and never sleep.
