WPF Gallery CI / CD integration

Description

As of now, WPF Gallery does not get built on the pipeline. We need to enable that. At the same time, we need to enable other things for WPF Gallery like : Policheck, CodeQL, Analyzers and Accessibility Insights CI / CD to maintain the quality of the product. ( figure out OneBranch and if we should onboard the application to that system )
