There's another issue on the tracker that's pretty much the same thing.

What is the expected behavior of the proposed feature? What is the scenario this would be used?
-I frequently write in different languages and need all kind of special characters.
The German keyboard allow many characters, but unfortunately not all.
Switching between different keyboard layouts (ALT-Shift) is not comfortable.
I want to map a few special characters to unused key combinations of my German keyboard.
For example:
. The french ç (ALT-136) mapped to ALTGR-c
Ç (ALT-128) mapped to ALTGR-C
ë (ALT-137) mapped to AltGR-^
The Powertoys Keyboard remapper does not allow me to define a key use the ascii code (ALT-NUMPAD number)
The pulldown menu does not offer these special characters to select from.
I change the keyboard layout (ALT-Shift) to french, but Powertoys recognize my ç (french Layout) as 9 (german layout)
Can you add the capability in Powertoys to map "ANY ASCII Code" to a "key" or "key combination" of the keyboard?
That would be a great feature nobody else offers.
