Summary of the new feature/enhancement

In PowerToys Run launcher, add functionality to provide time and time zone related conversions. For example, answering "UTC now", "GMT now", "time in Beijing", current time in PDT, etc.

@crutkas A lot changed since Sep 11, so I will have to wait for it. Maybe somebody can do it instead?
