Summary of the new feature/enhancement

The ability to override the theme that is used for PowerToys Run. Currently it's only possible to do this in the OS settings.

Proposed technical implementation details (optional)

In terms of UX, very similar to what we have in the General and Shortcut Guide app:

Dow we additional need the option to set the high contrast themes form #4007?

@jyuwono doesnt issue #3291 refer directly to PowerToys Run and this one to settings? Won't we need to update this on both the settings and the runner?

@laviusmotileng-ms for theming, it's tracked in #3485. I believe #3291 and this issue are talking about adding the settings option, unless I misunderstood it.
