Description of the new feature / enhancement

This feature should work much like Always on top or Crop and lock. It would work a lot like Crop and lock, however it would be purely visual, so that the mouse pointer is still active in the window underneath the transparent window.

Scenario when this would be used?

This feature would be helpful i.e. when drawing in a map and you want to line up the map with other maps to see how they correlate
