It would allow the keyboard shortcuts to be saved in a file and invoked by opening Powertoys and then in Keyboard, selecting the saved configuration file and VOILA'
Scenario when this would be used?
I use different platforms to do my business and they have different keyboard needs, so making shortcuts to allow standardization of key presses to perform the same duty, but by a different key would allow the quick switching of the keyboard layout for each software package without having to re-map the keys each time I have to use a different package. Like navigating through a file in one package is arrow keys, L and R and another package used the PgUP and PGdown to do the same action (navigate left and right).
