Steps to reproduce

Enable keyboard manager
Open mapping window
Set L-CTRL key to be mapped to L-WIN key
(bonus stepp, but unecesary: Set L-WIN key to be mapped to L-CTRL key)
Close mapping window
Open Notepad
Select the text field
Set keyboard language to Norwegian(NNO or NB)
Press R-ALT+4

✔️ Expected Behavior

On a norwegian keyboard, pressing R-ALT+4 should result in a "$"-symbol

❌ Actual Behavior

It behaves as if ALT+WIN+4 is pressed

It opens up right click menue for the 4 item on the taskbar.
