Proprietary license in CustomTelemetryChannel.cs

This project is under the MIT license as indicated in the LICENSE file. However, there's a file that claims that it is proprietary:

Can someone please fix this? If this file is actually proprietary/confidential code it doesn't belong in an MIT-licensed project.

This project is used as part of .NET 7's source code and having a proprietary license means we are not allowed to use this. That prevents us from building and distributing .NET 7 without additional work.
