When running

MIRRORD_PROGRESS_MODE=off RUST_LOG=mirrord=trace  mirrord exec --fs-mode local sh

The mode isn't set to local (not found filter applies). Spotted on macOS but probably not OS specific.

It's true that we wanted targetless to be always local, but in reality it uses localwithoverride - I think it should be either (i.e if user supplies local, then use local only)
