Switch proc meshes to use direct addressing.

We need to switch proc meshes to use direct addressing.

The main thing to do is that bootstrapping needs to provide proc ids from the bootstrap binary (which ultimately decides how to serve each proc). This has been prepared by adding delayed procid resolution in the alloc protocol.
