Infinite trials to solve the vy-/iz- problem

As the people od Interslavic DEV say, the discussion about how to solve the problem of preffixes vy- and iz- is very long, and there is no conclusion on what to do with that.
There are some solution proposed, e.g. to use the mixed form "viz-".
That problem needs to be solved during the worki on the ISV Standard.

One solution proposed on the ISV DEV channel, it could be the best way to work with the Standard in general, really solid part of an abstract algoritm which say how to process the problematic things in ISV:

If it comes for the decision between iz- and vy-, it could be good option to:

1. Make a revision of iz- usages
2. Remove unnecessary words like "izznačiti" (as all languages has something like "označiti" or "vyznačiti")
3. See where it can be changed to "s-"
