modify verifytree to be verifymets

verifytree needs to be modified to be verifymets. New xpath statements will have to be created to test for structure and content.

Unresolved is the reporting mechanism- once a test is completed, how will the user know that the package has passed or failed?

Should the testing result in the movement of packages to one place or another, depending on if they pass/fail? Or should this be a separate step?

reminder to myself get tree output of most recently created packages - must include framemd5s log, possibility of slate in service directory... other things?
