It doesn't seem to be a problem, but I'm generally curious about what it all means. Ideally, I'd like to use ffmpeg to make the best looking dvd possible, but I'm pretty sure I've had better results with media encoder (settings I'd have to double check).

I've seen this issue appear mostly when there's a bunch of snow or really bad breakup. I believe that the snow makes the video impossible to decode within the bitrate constraints, and that's what the error is about, though I may be wrong.
