Clarification on the "Text can also be animated" section of "Web accessibility for seizures and physical reactions" article

I was wondering if I could get some clarification on a blurb from this informative MDN article Web accessibility for seizures and physical reactions. In the Control Speed section of the article under "Text can also be animated", it says:

Translations and transformations can animate text in a div, and do harm. Although it is experimental technology, CSSKeyframe.keyText is being developed. Moving text can induce seizures for the same reasons that moving images do, so avoid animating your text. It's a good idea to avoid using moving text anyhow, as many screenreaders cannot read moving text and it's bad user experience even for those with no vision or vestibular issues.

I was wondering if there could be further clarification on what is meant by moving text and when it is considered harmful? I was able to find guidelines regarding animation (like Success Criterion 2.3.3 Animation from Interactions), but it is hard to relate it back to this quote, since there is no explicit descriptions of text in the success criterion. With "moving text" as the only description of what to avoid, it seems to disallow many situations, like this W3CAG carousel example which features moving text as the carousel transitions from slide to slide. Avoiding moving text seems to disallow any animation on something that contains text.
