The generated list of steps has hyperlinks, but they seem to use the incorrect anchors:

e.g. #ref_step_mozilla_django_oidc_db.setup_configuration.steps.AdminOIDCConfigurationStep but the actual anchor of that section seems to be #mozilla_django_oidc_db.setup_configuration.steps.AdminOIDCConfigurationStep
