Update the ci workflow to use the latest actions

helm-testing-action has changed significantly

  • Updating version
  • Don't lock to main branch
  • Can we still split lint and testing into separate actions?
  • Appears K8s version matrix is removed

Is kubeval-chart step still needed?

it appears the install-chart step has been added to the helm-testing-action
