Room version vNext qualifiers

Here reside the MSCs which could qualify for vNext if they had an appropriate implementation.

• MSC2174: Move the redacts key to a sane place matrix-spec-proposals#2174 - Move redacts to elsewhere in the event definition

• MSC2828: Proposal to restrict allowed user IDs over federation matrix-spec-proposals#2828 - Restrict allowed user IDs over federation

that's a bit different. The others are all fully specced and understood - as I said you you in DM, this one needs more investigation first.

I would like to add matrix-org/matrix-spec-proposals#3053, which requires a room version upgrade for per-room limiting.

matrix-org/matrix-spec-proposals#3053 isn't currently in a position where it'd be eligible, but if it does get appropriately close then it can be included.
