The rough proposal would be to change FCP so it requires 75% of the SCT to +1 the FCP going forward, like it does today, but also allow an SCT member to vote 0 or -1 and express their opinion. The expression doesn't prevent FCP from starting (that's for concerns to handle), but does stop the member from being pinged every week on the MSC shortlist.

We may have to consider what 0 actually means, as it's possible a majority of the SCT is indifferent on a given MSC and could cause deadlock. Possibly we only allow +1 and -1 as formal votes, with documentation to say that indifferent is a +1.

The -1 and 0 votes are not expected to be commonly used.
