For the architectural overhaul, we'll be implementing a bunch of RPC functions that need to get info from the database. We should:

Set up a stub function to get a DB connection. This is to be replaced upon conclusion of the Permissions discussions
Provide an example function that gets some info from the database to demonstrate the way we expect these to look and work.
