I would like to express my interest in this component. How far are we realistically from having an initial implementation of this?

This is actually really complicated, and we haven't wanted to prioritize this component yet.

Considering there isn't a material component equivalent to extend, does that mean it would have to be implemented first in that project before being able to create a lit-element version of it here?
