Note: I have gtk-overlay-scrolling set to false: gsettings set org.mate.interface gtk-overlay-scrolling false;
To reproduce:
set gtk-overlay-scrolling to false then log out and log back in;
go to the Processes tab and ensure the last column is small enough that the horizontal scroll bar isn't present (you may need to hide some columns so that they all fit without the horizontal scrollbar appearing);
close System Monitor then open it again (at this point it will still display correctly);
close System Monitor and open it again ... at this point the horizontal scrollbar will re-appear because the last column's width will have been auto-set to a value that assumes gtk-overlay-scrolling is set to true.
You can also verify the last column's width change in dconf-editor in between the steps outlined above.
