To quote eishiya from the Tiled forum:

Allow pinning the current view/scroll position in a tileset in the tile palette. Currently, when a tile is selected with right-click, the tileset view scrolls to show the tile. This is often useful, but for many of my uses, it isn’t, and requires me to have to scroll back through my tileset in both X and Y to get back to where I’d actually want to sample tiles.

Indeed a good idea to make this behavior optional. Could be done with a toggle button showing a lock icon for example, or since icons are somewhat unclear it might be preferable to introduce a dropdown menu with a toggle action "Lock Scroll Position" or make it the other way around and add "Scroll to Selected Tiles" (on by default).
