If I go back to the updates and click on one of the packages:
it does look like this package is installed. It lacks all the information that is usually available at least about non-flatpak packages: the description of what the package is and, more importantly, why it was installed (e.g. explicitly or as a dependency of another package). There's also no dependency information (depends on, required by).
I'm sure there is an explanation, but the way the information is presented is beyond confusing, it's contradictory.
At the very least, the packages that have updates available that are listed under "updates" should be listed under "installed"
