Subject: [PATCH 2/4] cmux NEXT Home: no import suggestion on the Chief front
 page

Leo 2026-10-21: "yeah the bring your stuff to cmux is extrmeely
questionable idk why that's there + why they went to the chief thingy",
then "yes to both" to removing it from the New Tab and the Chief
completely, with import only in Settings and the command palette.

Removes the Chief front page's import row (ImportSuggestionRowView, from
#23940), its wiring in HomeHostView, HomeFirstRunView's accessory slot
and setFirstRunAccessory / firstRunAccessoryChanged, and the row's
"Show All" string. The New Tab part is a separate PR.

Leo 2026-10-21: "yeah the bring your stuff to cmux is extrmeely
questionable idk why that's there + why they went to the chief thingy",
then "yes to both" to removing it from the New Tab and the Chief
completely, with import only in Settings and the command palette.

Removes the New Tab's import cards: AgentPaneImportCards, the
importCards page push and the importCards.act op, NewTabImportCards and
its store, and ImportSuggestionsCenter's push to the pages. With Home's
row gone (the previous PR) the deck has one list, Settings › Import's:
ImportCardDeck's home/newTab surfaces, their caps and the 24 h linger
go, and so do the "Bring your stuff to cmux" title, the ImportCards row
layout and the gallery's New Tab variants. CmuxNextImportCards no
longer depends on CmuxNextAgentPane.

Kept: the scan, the jobs, Settings › Import and the import.* actions,
including the palette's Import from Other Apps… (import.open).
