We should have "releases" at times when the code seems fairly stable and not any more broken than usual. They should be packaged at least as tarballs and announced on our wonderful unused announcements list. The tarballs should be in SF's download system and linked from the project wiki.
Along this line, I'd also like to see:
An install process (some automated way to set up urk in /usr/local)
debian packages (in an actual repository if we can find someone to host it)
Windows packages (portable .zip and .exe for Windows 9x and for Windows >= 2k)
