compiling ffmpeg.dll

Not so much an issue, more looking for advice. Can I use this tool to create ffmpeg.dll? I can only find resource for creating the exe shared and static. Thanks in advance.

I guess that's a chromium thing, real ffmpeg don't work that way.
(clarify: both part are my guess, I simply searched ffmpeg.dll and only find it in some chromium-related softwares' folder)

I need it for nwjs, this comes with a minimal ffmeg.dll (I think as it uses chromium), but the documentation suggests replacing it with a full featured version if you need to, so back to my original question how do I get this!
